Was born in Rio Piedras, Puerto Rico, and is the oldest of 5 siblings. William migrated to Lawrence, Massachusetts in 1988. He attended Lawrence High School and Springfield College, School of Human Service, where he graduated with a Bachelor in Criminal Justice and Major in Science of Human Services. William is a 22-year veteran of the Essex County Sheriff’s Department, where he serves as a Criminal Investigator. To continue serving the Merrimack Valley through community service, William joined Semana Hispana of Lawrence in 2017
